The Struggle is Real: Germany's Poor Hunt for a Place to Call Home!
As the demand for housing continues to outpace supply, Germany is witnessing a growing crisis as more and more people find themselves desperately seeking accommodation. With skyrocketing rents and inadequate incomes, the struggle to secure a place to live has become increasingly challenging.
As the demand for housing continues to outpace supply, Germany is witnessing a growing crisis as more and more people find themselves desperately seeking accommodation. With skyrocketing rents and inadequate incomes, the struggle to secure a place to live has become increasingly challenging.
Recent statistics reveal that only 46 percent of individuals in Germany own their houses or apartments, a significantly lower rate compared to the European average of around 70 percent. The situation is even more dire in major cities, where home ownership rates plummet further.
In Berlin, dreaming of renting a nice apartment in a desirable location can quickly become an unattainable luxury for those with low salaries. The exorbitant costs of housing in the city are evident, with prices soaring to alarming levels. For instance, a furnished "fantastic spacious four-room apartment" located in Berlin's upscale Charlottenburg district measuring 182 square meters demands a staggering rent of 8,190 euros ($8,947) per month. Considering additional expenses such as heating, electricity, and incidentals, the overall monthly cost exceeds 50 euros per square meter.
To address this issue, the German Civil Code introduced a rent limit in June 2015. According to the law, when signing a new lease, the rental price should not exceed 10 percent of the average rent in the locality. However, resourceful homeowners in Berlin and other major cities have found loopholes to exploit. The law's rent cap does not apply to furnished apartments or short-term rental agreements, leading to a significant increase in the number of "furnished" apartments in Berlin. Consequently, tenants must now accept rent rates ranging from 6.50 to 7.50 euros per square meter, which were previously socially accepted prices. Unfortunately, even at these rates, finding an apartment in the suburbs of Berlin has become a daunting task.
The average net income in Germany, i.e., the income remaining after taxes and social security payments, currently amounts to 2,165 euros per month as reported by the federal Statistical Office. Shockingly, one-third of this income is spent on rent alone, exacerbating the financial strain faced by individuals. The situation in major German cities is especially dire, with Munich reaching the highest rent per square meter at 19 euros, followed by Stuttgart at 18 euros, Dusseldorf and Cologne at 12-13 euros, and Berlin at 11 euros.
As if the housing crisis wasn't challenging enough, real estate prices in Germany continue to rise. The Leibniz Institute for Economic Research and the Swiss Institute for Economic Policy predict an average annual property price increase of 7 percent over the next decade. Coupled with rising interest rates on loans, purchasing a house or apartment has become increasingly unfeasible for many Germans. Consequently, renting remains the sole alternative for those seeking a place to call home, further intensifying the shortage in the rental market and leading to ever-increasing prices.
According to the Eduard Pestel System Research Institute, Germany currently faces a shortage of over 700,000 apartments, particularly in the affordable segment. The German government has acknowledged the severity of the situation and announced plans to build 400,000 new homes per year. However, in reality, it is projected that only slightly over half of this target will be achieved by 2023 and 2024. Construction costs have escalated due to the Ukraine conflict and inflation, exacerbating the challenge. Furthermore, a scarcity of skilled workers and construction materials has resulted in work stoppages at numerous construction sites across the country.
The scarcity of affordable housing has forced more and more people to compete fiercely for the few remaining inexpensive apartments. For those unable to afford market-rate rentals, the construction of state-subsidized apartments could serve as a potential solution. However, the German government has long overlooked the significance of implementing a comprehensive "social housing program." As of the end of 2022, the number of social housing units in the country dwindled to a historic low of just under 1.1 million.
Housing and having a place to live are fundamental human rights, yet an increasing number of individuals find themselves facing the dire consequences of this growing crisis. Organizations such as the Workers' Welfare Association have warned that this housing dilemma could potentially become an explosive and widespread problem for German society.
